Julius M. Smoak is a seasoned executive with over a decade of experience in managing maintenance and EPC projects. As the CEO and Managing Member of Global Consulting and Mechanical Services, LLC, he leads a team that provides strategic business solutions and technical services in the power generation industry. Under his leadership, GCMS has built an extensive portfolio encompassing construction, engineering, construction management, commissioning, and start-up services, as well as total EPC solutions.
Mr. Smoak’s commitment to excellence is evident in GCMS’s reputation for executing overhauls and repairs of gas and steam turbines, combined cycle, and combined heat and power (CHP) projects. His strategic vision has expanded GCMS’s operations internationally, including a significant presence in the Middle East through GCMS Middle East FZCO.

Nawaz Ali Lakho is a highly accomplished power plant engineering executive and technology strategist, serving as the Managing Partner and CTO of Global Consulting and Mechanical Services. With over two decades of hands-on experience in the power generation sector, he is recognized as a leading authority in the design, commissioning, and operation of thermal, combined cycle, and nuclear power plants worldwide.
Mr. Lakho’s unique blend of technical depth and strategic foresight has positioned him as a go-to expert for setting up and managing end-to-end power plant projects—of any scale or complexity. He has led cross-functional teams through the full lifecycle of power plants, from concept design and EPC coordination to final commissioning, performance tuning, and long-term operation.
A significant portion of Mr. Lakho’s career has been dedicated to nuclear energy infrastructure, where he has played a key role in supporting the safe deployment and startup of nuclear facilities, with a sharp focus on regulatory compliance, risk mitigation, and system integrity. His ability to bridge the gap between engineering and executive decision-making has been crucial in delivering high-reliability energy solutions under tight timelines and demanding conditions.

Christopher L. Smoak brings over 26 years of extensive experience in the mechanical and aeroderivative engineering field, with expertise spanning engineering, project supervision, installation, commissioning, maintenance, and operations. He specializes in aeroderivative gas turbines and power generation equipment, including Pratt & Whitney Swift PACs & Mobile PACs, GE F 7EA, and Alstom GT series (11N1, 11N2, 24A, 24B), as well as steam turbines.
Christopher holds technical and supervisory qualifications from Alstom Engineering School (TFA), Baden, Switzerland, and Supervisory & Rigging certification from PIC Energy Services, Marietta, GA. His extensive field experience and technical leadership make him a recognized authority in aeroderivative turbine operations and project execution.

Siglinda J. Smoak is an accomplished business and education professional with over 18 years of experience in executive administration, corporate training, cybersecurity, technology integration, HR, accounting/payroll, and business management. She also brings 19 years of experience in education, teaching business information technology, computer science, and graphic design, while serving as a technology integration specialist, district media coordinator, social media manager, and coach.
She holds a Bachelor of Science in Information Technology – Computer Systems from American InterContinental University and holds certifications in Business Administration, Business Education, Technology Applications, Microsoft Office Specialist, Google Trainer, as well as a CDL Class B license. Siglinda combines her leadership, technical expertise, and educational background to provide effective operational management and strategic support across business and administrative functions.
